Sweden Has No Startup Visa: Founders Use the Self-Employed Permit
Sweden does not run a separate startup or innovation visa. Non-EU founders apply for a residence permit to run their own business, which the Swedish Migration Agency (Migrationsverket) lists under self-employed people (Migration Agency). The Agency assesses you and your business finances itself, with no outside endorsement in the published criteria.
The fact that matters most is money: your own funds to live on for two years, which the Agency puts at SEK 200,000 for the applicant plus more per family member. Business money comes on top, with no fixed amount published.

Who Qualifies
The published criteria (Migration Agency):
- A valid passport.
- Good experience in your industry and in running a business.
- Relevant Swedish or English. If you will have substantial contact with Swedish customers or suppliers, you need very good Swedish.
- Ownership and control. You own at least 51% of the business, you run it, and you have decisive responsibility for it.
- A credible budget and established customer contacts or networks.
- Business money. Enough to cover the business's costs and investments, and to buy the business if that is your plan.
What is missing matters too: no innovation test, no third-party endorsement, and no fixed minimum business investment. The bar is not novelty. It is proof that you can run this business and pay for it.
Personal maintenance money vs business money
Personal maintenance funds must cover 2 years:
| Person supported | Minimum funds stated by the Agency |
|---|---|
| You | SEK 200,000 |
| Accompanying spouse | Additional SEK 100,000 |
| Each accompanying child | Additional SEK 50,000 |
The bank account can be outside Sweden, as long as the money can be transferred to Sweden. Business money is a separate test on top of these amounts. The Agency says the money must be your own, and loans are not normally accepted.
How to Apply
- Apply from outside Sweden. First-time applicants normally apply from abroad; the Agency warns that applying from inside Sweden may lead to rejection.
- Complete the application and attach the required documents listed on the Agency's page.
- Pay the fee with the application.
- Choose your embassy. Name the Swedish embassy or consulate-general in the country where you live, where you will present your passport. An interview may also take place there.
- Wait for the decision from the Migration Agency.
Fees and Processing Time
The fee is SEK 2,000 for you, SEK 1,500 per adult family member and SEK 750 per child. Japanese citizens do not pay it, and fees are not refunded if the application is rejected (Migration Agency).
The Agency cannot state exactly how long a decision takes. Completeness, requests for more information and contacts with other authorities all affect the wait. Its statistics, based on cases decided in the last 12 months, showed this in October 2026:
- First application, complete: too few decided cases to show a waiting time.
- First application, incomplete: 75% decided within 11 months.
- Extension, incomplete: 75% decided within 19 months (extension page).
These are statistics, not deadlines. Completeness is a factor the Agency names, so a complete file is the lever you control.
Permit Length, Renewal and Permanent Residence
The first permit can be granted for up to 2 years, but never beyond your passport's validity. To extend, apply before your current permit expires and no earlier than 2 months before. The Agency then checks that you (Migration Agency):
- still run the business and keep decisive influence over it
- comply with accounting requirements
- pay taxes and fees
- hold any permits the business needs
- have a business that is profitable and sustainable
After holding a self-employed permit for at least 2 years, you can apply for permanent residence together with your extension. It is not automatic. You must be able to support yourself through the business, show realistic plans and stable finances likely to provide income over time, and meet the good-conduct requirement. Only income actually available when the application is examined counts.
Family Members
Family members can apply at the same time as you. The Agency includes spouses, registered partners, cohabiting partners and children under 18. Their permits may run for the same period as yours, subject to passport validity. Their maintenance money is in the table above.
What Changed in 2025-2026
We could not confirm any official 2025 or 2026 change to the core self-employed rules on eligibility, ownership or investment.
One related change took effect on 1 October 2026. A Migration Agency notice says the maintenance requirement for family members of work-permit holders is now also examined at extension, and that family members' income may be counted, subject to restrictions (Migration Agency notice). The notice is framed around work-permit holders and does not say whether it applies to the family of a self-employed permit holder. Check with the Agency before relying on it.
Where Sweden Fits vs Other Founder Visas
Sweden's route is a general self-employment permit, not a startup program. It fits an experienced operator with a majority stake, real customer contacts and two years of personal savings, and it does not screen for innovation.
The trade-offs: personal funds are due upfront, no typical processing time is published for complete applications, and renewal tests whether the business is profitable and sustainable. A pre-revenue company should plan for that test before applying. If your company is built around venture funding, compare startup-focused routes such as Estonia and the Netherlands.

Raising capital is a separate track from the permit, and the wait is a good time to build it. Round Funded covers 60,000+ active investors. Outreach goes from your own Gmail, so replies land in your inbox, and the Data Room is free.

Frequently Asked Questions
Does Sweden have a startup visa?
No dedicated one. Non-EU founders use the residence permit to run your own business, which the Migration Agency lists under self-employed people.
How much money do I need for the Swedish self-employed permit?
SEK 200,000 for you over 2 years, plus SEK 100,000 for a spouse and SEK 50,000 per child. Business money comes on top, with no fixed amount published.
How long does the Swedish self-employed permit take?
The Agency does not give an exact time. When we checked in October 2026, it showed too few complete first applications to publish a waiting time, and 75% of recent incomplete first applications decided within 11 months.
Do I need an incubator or innovation approval?
No. The published criteria include no innovation test and no third-party endorsement; the Agency assesses you and your finances directly.
When can I get permanent residence in Sweden as a founder?
After at least 2 years on a self-employed permit, you can apply together with your extension. Approval depends on supporting yourself through the business, stable finances and good conduct.
The Bottom Line
Sweden's founder route is a self-employment permit, not a startup visa. Have 2 years of personal funds ready, own at least 51%, show a credible budget, and send a complete application from abroad. Then use the wait to line up capital: start your investor list on Round Funded.
