The Cyprus Startup Visa Is an EU Base for Non-EU Founders, Open Until December 2026
The Cyprus Startup Visa Scheme lets talented entrepreneurs from outside the EU and EEA, applying alone or as a team, move to Cyprus to establish, operate or develop a high-growth startup. The startup application is decided by the Deputy Ministry of Research, Innovation and Digital Policy (DMRID); the residence permit then runs through the Migration Department.
The one fact that matters most is the calendar. A Migration Department notice posted on 28 January 2026 says the scheme was renewed and is valid until December 2026 (Migration Department). We found no official announcement extending it beyond that date, so plan your application around that deadline.

Who Qualifies
The scheme is for non-EU and non-EEA founders. Per the official practical guide (dated December 2024), the company must be an innovative startup:
- An unlisted small enterprise registered within the last 5 years
- It has not distributed profits and was not formed through a merger
- It develops new or disruptive products, services or processes based on new or adapted technology and/or new business models
Teams can have up to 5 non-EU members, who must collectively own at least 25% of the company's shares.
If the startup is pre-revenue or below €1 million in revenue, the business plan must show innovative products, services or processes involving high technological or industrial risk; disruptive models and internationally scalable platforms are also recognised. A separate post-revenue route, Category B, requires audited revenue of at least €1 million and R&D costs of at least 10% of operating costs in at least one of the previous 3 tax years. Business plans are assessed by 2 independent evaluators, and we found no required third-party endorsement letter.
Personal funds vs company investment
We could not confirm any official minimum personal-funds, capital or investment amount for this visa. The guide's €150,000 figure relates to the company being allowed to recruit up to 10 additional foreign staff, not to founder eligibility. The Category B revenue and R&D figures are business tests for that route, not a personal-funds requirement.
How to Apply
- Email your application to DMRID. The Gov.cy application service lists startupvisa@dmrid.gov.cy, while the December 2024 guide lists cyprustartupvisa@dmrid.gov.cy. Neither source says one replaces the other, so confirm the current address before you send documents.
- Wait for the DMRID decision. DMRID approves or rejects a complete application within 5 weeks (Migration Department).
- Complete the immigration step. From abroad, apply for a visa within 6 months of approval to a Cyprus consular authority or the Migration Department; review takes up to 3 weeks. If you are already legally in Cyprus, apply to the Department of Civil Registry and Migration within 1 month; review takes up to 3 weeks. Visitors first request a change of residence status, with a 5-week review period.
- Submit in person in Nicosia. Applications go to the Migration Department's headquarters. Supporting documents must be officially translated and certified, and biometrics are taken.
Fees and Processing Time
The Migration Department lists these fees:
- €120 for issuing an entry permit and temporary residence permit
- €130 for issuing or renewing a temporary residence permit
- €70 for first registration in the Aliens' Register
These are fee categories, not a confirmed all-in total, and we could not confirm a separate DMRID assessment fee. The 5-week and 3-week figures are stated review windows after a complete submission, not a published average or a guaranteed end-to-end time.
Permit Length, Renewal and Permanent Residence
The official wording is inconsistent. The January 2026 Migration Department page grants 2 years of economic activity, renewable for at least 1 more year, yet says an applicant already legally in Cyprus gets a residence permit valid for 1 year from approval. The December 2024 guide describes 3 years. Use the 2026 page as the current reference and confirm your permit period with the Department.
The guide mentions only the "prospect of long-term residence", with no fixed number of years. The European Commission describes the general EU long-term resident route as open after at least 5 years of uninterrupted legal residence, subject to conditions such as sufficient resources, health insurance and integration requirements. We could not confirm that time on this scheme counts toward it, so do not treat permanent residence after 5 years as guaranteed.
Family Members
The practical guide says family members of founders and senior executives have an immediate right to residence and to family reunification, and spouses may access the labour market on the same terms as the sponsor. Neither source spells out which relationships qualify or how dependants file, so confirm the procedure before applying.
What Changed in 2025-2026
The change we could verify is the January 2026 notice renewing the scheme through December 2026. We found no official announcement of a separate 2025 change, and none extending the scheme past December 2026. Where the December 2024 guide differs from the current page, the page controls.
Where Cyprus Fits vs Other Founder Visas
Cyprus suits founders who want an EU residence base, can make the innovation case in a business plan, and would rather not tie capital up just to qualify, since no minimum investment is confirmed.
The trade-offs: the scheme is only confirmed through December 2026, permit length is worded three ways across official sources, and there is no published path to permanent residence. If you need more certainty, compare our Portugal and Estonia founder visa guides before you commit.
Line Up Investors Before You Relocate
The visa gives you legal status. It does not raise your round. Depending on your sector, research investors in Europe, Israel and the UAE before you land.

Frequently Asked Questions
Is there a minimum investment for the Cyprus Startup Visa?
No official minimum personal-funds or investment amount is confirmed. The €150,000 figure in the official guide relates to the company hiring up to 10 more foreign staff, not to founder eligibility.
How long does the Cyprus Startup Visa take?
DMRID decides a complete application within 5 weeks, and the immigration step is reviewed within 3 weeks. Neither is a guaranteed end-to-end time.
How long is the permit valid?
Official sources say 1, 2 or 3 years depending on the document and your situation. Confirm with the Migration Department.
Can my family join me in Cyprus?
The official guide gives family members of founders and senior executives an immediate right to residence and family reunification, and lets spouses work on the sponsor's terms. Confirm the current dependant procedure first.
Does the Cyprus Startup Visa lead to permanent residence?
Not on a published timeline. The general EU long-term route needs at least 5 years of uninterrupted legal residence, and we could not confirm that time on this scheme counts toward it.
Is the scheme still open after December 2026?
It is renewed and valid until December 2026. We found no official announcement of an extension.
The Bottom Line on the Cyprus Startup Visa
Cyprus offers non-EU founders an EU residence route with no confirmed minimum investment and a 5-week decision window. Verify the December 2026 end date and your permit length with the Migration Department, then build your investor list before you move.
