Canada's Start-up Visa Is Paused: The Short Answer
Canada's Start-up Visa (SUV) is closed to new applicants. IRCC stopped taking new applications after December 31, 2025, gave founders holding a valid 2025 commitment certificate until June 30, 2026 to file, and has listed the program as paused since that date (IRCC). Its replacement, the High Impact Start-up Pilot, is named in an IRCC document but has no published rules or launch date.
The pause covers immigration, not investment. Round Funded lists the VC firms headquartered in Canada, ranked by investments on record, so the fundraise can start while the immigration route is still open to question.
What IRCC Changed, Date by Date
The pause came in two steps, announced in IRCC's Update on Immigration Measures for Entrepreneurs on December 19, 2025. The table shows each cutoff and what it means for a founder today.
| Date | What IRCC changed | What it means in October 2026 |
|---|---|---|
| December 19, 2025 | New applications for the SUV-specific work permit stopped, except extensions for people already in Canada on one | You cannot get a new SUV work permit |
| December 31, 2025 | New SUV permanent residence applications stopped; IRCC also stopped accepting commitment certificates from designated organizations | A new letter of support cannot open a new application |
| June 30, 2026 | Last day for founders with a valid 2025 commitment certificate to apply; the program is listed as paused from this date | The grace period is over |
| After June 30, 2026 | IRCC keeps processing applications it received before the deadline and is not designating new organizations | Filed applications continue; nothing new can be filed |
IRCC's 2026 transition binder for its Deputy Minister describes the intake as "indefinitely paused in order to help reduce the application backlog" (IRCC binder). "Paused" is the official word. In practice, there is no way in.
What Happens to Applications Already Filed
Applications IRCC received before June 30, 2026 are still being processed (IRCC). The pause stops new intake, not decisions on the existing inventory.
Three details matter if you are already in the queue:
- Priority goes to founders already in Canada on an SUV work permit, and only "as Levels Plan targets allow" (IRCC notice).
- Work-permit extensions are still possible from inside Canada for people who already hold an SUV work permit.
- Designated organizations cannot issue new usable support. IRCC stopped accepting commitment certificates after December 31, 2025, and is not designating new venture capital funds, angel groups or incubators.
Do not file a second application to "speed things up". Nothing new can be submitted, and your existing file keeps its place.
What Is the High Impact Start-up Pilot?
The High Impact Start-up Pilot is the program IRCC plans to launch to replace the Start-up Visa. The name comes from IRCC's 2026 Deputy Minister transition binder, which says the Minister is pursuing "the launch of a new High Impact Start-up Pilot to replace the Start-Up Visa Program" (IRCC binder). The December 2025 public notice calls it only "a new, targeted pilot program for immigrant entrepreneurs".
Here is everything that is and is not official as of October 21, 2026:
| Question | What official sources say |
|---|---|
| Name | High Impact Start-up Pilot (IRCC transition binder, 2026) |
| Purpose | Replace the Start-up Visa; the notice also ties the change to the large business-program backlog |
| Eligibility and funding thresholds | Not published |
| Designated partners (funds, angels, incubators) | Not published |
| Sectors | Not published |
| Launch date | Not published; the December 2025 notice promised more information in 2026 |
| Application cap | Not published |
| Leads to permanent residence | Not stated |
Anyone quoting a minimum investment, a partner list or an opening date for this pilot today is quoting something IRCC has not published. We will update this page when IRCC does.
Why the pilot will be small: Canada halved business immigration
Canada cut its planned business immigration in half. The current levels plan sets federal business admissions at 500 a year for 2026, 2027 and 2028, down from 1,000 planned for 2026 and 2027 in the previous plan (2026-2028 plan, 2025-2027 plan). The Start-up Visa and the Self-Employed Persons Program both sit in that federal business class.
| Levels plan | Year | All permanent residents | Federal business |
|---|---|---|---|
| 2025-2027 plan | 2025 | 395,000 | 2,000 |
| 2025-2027 plan | 2026 | 380,000 | 1,000 |
| 2025-2027 plan | 2027 | 365,000 | 1,000 |
| 2026-2028 plan | 2026 | 380,000 | 500 |
| 2026-2028 plan | 2027 | 380,000 | 500 |
| 2026-2028 plan | 2028 | 380,000 | 500 |
IRCC's binder names the cause directly: backlogs in the Start-up Visa, the Self-Employed program and two other streams were "driven by misalignment between application intake and admission spaces". These are admission targets, not an intake cap for the new pilot, but they show how small the envelope for any founder program will be.
Routes Founders Can Use in October 2026
For a non-Canadian founder today, the realistic options are a temporary C11 work permit or a provincial entrepreneur stream such as BC's. Two other routes people often mention are closed or are not founder routes at all.
| Route | Status in October 2026 | What it gives you | Main limits |
|---|---|---|---|
| C11 significant-benefit work permit | Open | Temporary status to run your own business in Canada | You must show a clear, compelling benefit to Canadians; no fixed investment figure is published; not permanent residence (IRCC C11) |
| BC PNP Entrepreneur Immigration, Base | Open, invitations ongoing | A provincial nomination after you meet a performance agreement, then a separate PR application | CAD 600,000 personal net worth, CAD 200,000 eligible investment, one-third ownership, 36+ months owner-manager experience, one full-time job created, CLB 4 (BC guide) |
| Ontario Entrepreneur Stream | Closed since May 30, 2026 | Nothing for new applicants | Closed in the OINP redesign (Ontario) |
| Global Talent Stream | Open | Lets a Canadian employer hire specialized talent | An employer hiring route, not a founder visa (ESDC) |
| Self-Employed Persons Program | Paused until further notice | Nothing for new applicants | Built for cultural activities, not technology startups (IRCC) |
C11: the closest thing to a founder permit right now
C11 lets a business owner work in Canada without a labour market test, on a case that the business brings significant benefit. IRCC's instructions ask for a business plan and for business funds kept separate from the founder's personal support funds. It is temporary residence, so plan the route to permanent residence separately.
BC PNP Entrepreneur: active, but built for capital-rich operators
BC is still inviting entrepreneurs. Its October 20, 2026 round included 10 Base invitations at a minimum score of 118 (WelcomeBC). The net worth and investment bar is high, and the requirement is personal money, not capital raised from investors.
If you need a route built for startups specifically, other countries still run one, such as the Netherlands and Portugal. Browse all 35 founder visa guides.
Where Round Funded Fits: Raise First, Relocate Later
The Start-up Visa was built on investor backing: a Canadian VC fund, angel group or incubator had to commit to you first. That gate is closed for now, but the pause covers immigration, not investment. C11 also asks for business funds kept separate from personal funds, and capital raised for the business is exactly that.
Round Funded covers 60,000+ active investors. You send outreach from your own Gmail, so replies land in your inbox, and the Data Room is free.

What to Do Now: A Step-by-Step Plan
- Use the Canada VC list on Round Funded to build a target list of 30 to 50 funds that back your stage and sector. Your fundraise does not have to wait for an immigration decision.
- Pick the route that fits your situation. C11 if you will run the business yourself and can show a strong benefit to Canada; BC PNP Base if you meet its personal net worth, investment and experience bar; another country's startup visa if neither fits.
- Build the C11 file around evidence. A business plan, business funds kept apart from personal funds, and proof that the business creates value in Canada.
- If BC is your route, check the latest draw. The October 20, 2026 Base round invited 10 candidates at 118 points.
- Keep your Data Room current. A free Data Room lets investors, and any future pilot partner, review your company quickly.
- Watch IRCC's entrepreneur notice page for the High Impact Start-up Pilot rules, and do not pay anyone who claims to place you in it before IRCC publishes them.
- If you already have an SUV application in processing, do nothing new. IRCC continues processing files received before June 30, 2026.
Frequently Asked Questions
Is the Canada Start-up Visa still open in 2026?
No. IRCC stopped accepting new Start-up Visa applications after December 31, 2025, and the last exception, for founders with a valid 2025 commitment certificate, ended on June 30, 2026. The program is officially "paused", and IRCC's 2026 binder calls the intake indefinitely paused. See the full rules in our Canada visa guide.
When will the High Impact Start-up Pilot launch?
IRCC has not published a launch date. The name appears in IRCC's 2026 Deputy Minister transition binder as the planned replacement for the Start-up Visa, and the December 2025 notice promised more information during 2026. Eligibility, funding thresholds, partners and caps are all unpublished as of October 21, 2026.
Can I still use my Start-up Visa commitment certificate?
Only if you applied by June 30, 2026, and only with a valid commitment certificate issued in 2025. That window has closed. IRCC stopped accepting new commitment certificates from designated organizations after December 31, 2025, so a letter of support cannot open a new application today.
What happens to my pending Start-up Visa application?
IRCC continues processing Start-up Visa applications received before June 30, 2026. It gives priority to applicants already in Canada on an SUV work permit, as levels plan targets allow. Do not submit a duplicate application. The pause does not stop you from raising in the meantime.
Can I start a business in Canada without the Start-up Visa?
Yes, through other routes. The C11 work permit lets a business owner work in Canada on a significant-benefit case, as temporary residence. BC's Entrepreneur Immigration Base stream is still inviting candidates, with a CAD 600,000 net worth and CAD 200,000 investment bar. Ontario's Entrepreneur Stream closed on May 30, 2026.
Do Canadian investors still fund founders who live abroad?
Funding and immigration are separate decisions, and the Start-up Visa itself began with an investor commitment made before any permit existed. Build your list from VC firms in Toronto and Vancouver on Round Funded and pitch from your own Gmail.
Which countries still have a startup visa in 2026?
Several do, with different bars. The Netherlands, Portugal, Estonia, Denmark and Italy all run founder-specific routes, each with its own endorsement step and funding rules. Compare all 35 founder visa guides on Round Funded, each linking its official government source.
Final Word
Canada's Start-up Visa is paused, its successor has a name but no rules, and business immigration targets were cut to 500 a year. For founders, that means separating the two jobs: secure a working route (C11, BC PNP or another country's startup visa) and raise from Canadian investors now, instead of waiting for the pilot.
