He launched the first Automatic Vehicle Location systems with Houston, Denver, Milwaukee, and other transit companies, as well as numerous courier, taxi, and emergency vehicle tracking and dispatch systems. He also developed the first commercial differential GPS systems for offshore oil exploration and other applications from his own startup company. He began his career as an officer in the United States Air Force, with his last assignment in research and development, running test program data analysis for the GPS Joint Program Office. His early Air Force research developed the first aircraft automatic landing systems. He is currently a member of the U.S. DOT ITS Program Federal Advisory Committee and chair of the Transportation Research Board Joint Subcommittee on Challenges and Opportunities in Road Vehicle Automation. He is a member of the 2017 International Cartographic Conference Organizing Committee. He has a Master of Science in Electrical Engineering from the U.S. Air Force Institute of Technology, a Master of Science in Systems Management from the University of Southern California, and a Bachelor of Science in Astronautics from the U.S. Air Force Academy.
